Very intriguing! Unfortunately I could not make out the writing on the side of the tanks or I would have Googled it. I wonder whether the tanks contain some form of industrial waste, which has to be taken to another site to be safely disposed of? Biological waste, perhaps? The name apparently begins with a "B". Alternatively it could be some intermediate industrial product waiting to be transported to another site for further processing. All those pipes and vents are very intriguing.
