The library is affiliated with Texas A&M University and was built to honor 41st president George Herbert Walker Bush. According to the brochure, the overall theme of the museum is the nobility of public service as exemplified by the lives of George and Barbara Bush.

Toni, thanks for your wonderful comment regarding the flags at "George Bush Presidential Library - College Station Texas." The wind helped, but I wanted the flags to be pointing the opposite direction, with the blue field visually in the upper left corner. Well, as I walked back outside after our tour, the flags were flying "correctly." :-)

Wow, Thomas! What a great Mothers Day gift: finding this image featured in your group, The American Flag. As the description explains, I thought the flags were flying backwards, until I left the building after a memorable tour and noticed the cantons were indeed in the upper left corner. In this case, the wind prevailed but it turned out right.
