Felicia and Cubs After Being Hazed
Once bears are outside the confines of a national park, their management fall under the purview of the USFWS who have a different attitude towards the bears than the Park Rangers. Felicia, with her cubs, tends to frequent an area around Hwy 26 between Grand Tetons and Dubois. She has been seen nursing or grazing in a pasture, probably at least 100 feet or more from the highway. Cars do stop along the highway to watch her, and the USFWS have on many occasions controversially used hazing to scare her and her cubs further away, although she is doing nothing wrong. Here she and the bears have first run and then walked, retreating, towards the woods.

Hazing probably helps keep them out of populated areas. I know they can be troublesome in populated areas.

We watched them haze a grizzly when in Jasper. Was right on the train tracks.

Well that seems like an appropriate situation - very bad habit. I know in the Banff areas there were a number of grizzlies that were getting killed by trains. Of course the train tracks were built right along side a river.
