It is dedicated to the naval deaths at sea during the American Civil War. The 44-foot high marble memorial was made by sculptor Franklin Simmons from 1877 to 1878. An inscription on it reads "In memory of the officers, seamen and marines of the United States Navy who fell in defense of the Union and liberty of their country from 1861 to 1865".
