Thomas Phillip "Tip" O'Neill Jr. (December 9, 1912 – January 5, 1994) served as the 47th Speaker of the United States House of Representatives from 1977 to 1987, representing northern Boston, Massachusetts, as a Democrat from 1953 to 1987. O'Neill was the only Speaker to serve for five complete consecutive Congresses.

Although O'Neill had a formal funeral in Cambridge, Massachusetts, attended by many dignitaries, he was actually buried in a private ceremony in Harwich, Cape Cod, Massachusetts. He retired to Harwich Port and loved the area. This large boulder monument commemorates the local hero and is erected near the flower garden at Wychmere Harbor.

Cape Cod is a peninsula in the shape of an arm off the U.S. state of Massachusetts. It is a popular summertime destination for its quaint villages, seafood shacks, lighthouses, freshwater glacier ponds, and bays and beaches. Visitors can board ferries in Hyannis and Harwich Port to cruise over to the Cape islands of Martha's Vineyard and Nantucket. Cape Cod extends from Provincetown at the northeast tip of the fingers to Woods Hole in the upper arm in the southwest. Chatham is located mid-Cape at the elbow.
