Are these rented or privately owned David? They make wonderful designs. Nothing quite like this in the US.

I believe some are private and some are rented from the council, depending which beach they are located on. Not sure about these particular examples. I think they may be council rented, because as winter approaches they are taken away by the council and placed in storage, until the following spring.
