These are blue salvia flowers, a member of the Salvia genus of plants in the mint family. They were photographed in Montreal, Quebec, Canada, in the summer.
"Salvias, also called sages, are easy to grow, bloom abundantly, and great looking in the landscape. Blue salvia is a favorite of many gardeners because it's a cinch to grow, flowers profusely all summer, and is wonderfully drought tolerant. It's a great choice for both beds and borders and containers. It's native to areas of North America.
